Intensify Europe AB is an independent aviation consultancy. We specify, assure and deliver airport and air navigation infrastructure for authorities, service providers, operators and the institutions that finance them.

Intensify Europe AB Org. 559218-7644 Registered Stockholm Offices Stockholm & Dubai Delivering across Europe, Middle East, Africa

We are an independent aviation consultancy, engaged by civil aviation authorities, air navigation service providers, airport operators and owners, government departments and the institutions that finance them.

We work across the full technical and institutional life of an airport and its airspace, from a single independent technical opinion to a programme directed from feasibility through to operational readiness. Every recommendation is referenced to a published standard. The method, the assumptions and the standard applied are stated in the deliverable that carries it.

Independence

We are vendor agnostic.

We hold no manufacturing interest, no distribution agreement and no agency for any equipment. The specification we write is the one the analysis supports. The standard it is referenced to is stated in the deliverable that carries it, so the reasoning can be checked by the authority, the board or the lender that has to accept it.

Airfield lighting, surveillance and CNS systems are often specified by the companies that manufacture them. We are vendor agnostic: we recommend the solution the analysis supports, whoever supplies it. We do not advise on a procurement in which we hold or intend to hold a supply interest. Our fee is the only commercial position we have in an assignment.

The firm

Analysis precedes position.

We advise on, engineer and deliver the technical and operational infrastructure of civil aviation: airfields and their lighting and power systems, airspace and its procedures, the communication, navigation and surveillance systems that connect aircraft to the ground, as well as the operations that hold all of it together.

Wide bodied aircraft over the threshold on final approach

How we hold ourselves to the work.

Registered in Sweden since 2019, we serve clients whose decisions carry regulatory, safety or capital consequence, whose requirement is for analysis they can rely on and defend. Every assignment is led by a principal and supported, where the scope calls for it, by named subject matter experts whose role is set out in the proposal.

Analysis precedes position

We establish the applicable standard and complete the analysis before we advance a recommendation. We take no position on assertion.

Reasoning is stated

Each recommendation carries the standard applied, the method followed and the assumptions made, so it can be followed and challenged.

Delivery by named personnel

Assignments are led and delivered by the senior personnel named in the proposal. Any substitution is agreed with the client in advance.

Our principals.

Every assignment is led and delivered by the senior personnel named in the proposal. Where the scope calls for it, named subject matter experts are proposed alongside them, with their role, their record and their curriculum vitae.

A network, not a payroll.

We are built as a network of subject matter experts. The team for each assignment is assembled against the scope in front of us. Because we carry no bench that has to be kept occupied, we are free to bring the specialist the work requires rather than the one who happens to be available. Every specialist proposed is named in the proposal.

People buy from people.

Confidence is built on trust, and trust is built on the people who do the work. What carries a project is the combined experience of our team, the relationships they have built across the industry over many years, and the work they have already delivered. That is what turns an idea into something designed, built and operating, on terms that both sides are glad of, and it is why our clients come back to us and introduce us to others.

Capability

Our capability concentrates in four core domains.

We provide services across the whole of an airport, its airspace and its institutional environment. Most assignments draw on more than one domain. The interfaces between them are where we concentrate our effort, because that is where programmes most often fail.

Delivery

Seven levels of engagement.

We are engaged at the size the question actually needs. We reduce our own scope where the analysis supports a smaller one.

Ground crew and pushback tug at an aircraft stand

Systems and solutions.

The four domains describe what we advise on. This is what we deliver. We hold no manufacturing or distribution interest in any of it, and we take no margin on the equipment supplied.

Air traffic management systems

Advisory and delivery on one programme, from the operational concept to the day the system carries live traffic. Operational concept and capacity analysis · surveillance data processing and fusion · tower and area control working positions · flight data processing and AIM integration · contingency and fallback facilities · tender evaluation, acceptance and cutover

Airfield ground lighting and photometric performance

Lighting designed to the applicable category, then proved by measurement rather than by calculation alone. Approach, runway and taxiway lighting to CAT III · conversion to LED and its series circuit effects · regulators, feeders, standby supply and monitoring · lighting control integrated with the tower · photometric testing, fixed and mobile survey · intensity, beam alignment, coverage and uniformity

Apron, obstruction and area floodlighting

The lighting outside the movement area, where the criteria are working conditions and not blinding anybody. Apron and stand illuminance, uniformity and glare · conversion to LED, colour temperature and dimming · high mast, building and pole mounted arrangements · obstruction lighting, cargo and perimeter areas · verification by site measurement

Flight training organisation systems

The systems an approved or declared training organisation runs on, and the evidence its approval depends on. Training management, scheduling and operations · debriefing against recorded flight data · instructor standardisation and training handbooks · competency frameworks and progression tracking · approval documentation and academy establishment

Aeronautical and overflight billing

The revenue a State and an airport are owed for the use of their airspace and their infrastructure, from the charging basis through to the money collected. Charges methodology set against ICAO policy · en route and overflight billing · flight data capture, validation and disputed movements · terminal navigation, landing and passenger charges · billing system specification and acceptance · collection, revenue assurance and reconciliation

07

Turnkey delivery

Design through commissioning under a single point of accountability.

Six controls, in the order they apply.

The client is entitled to know how a recommendation was reached, who checked it and against what it was judged. These controls are applied to every deliverable we issue. They are set out in the proposal before an assignment begins.

At the outset

Conflict of interest

We do not advise on a procurement in which we hold, or intend to hold, a supply interest, unless instructed and contracted to do so. Any potential conflict is declared in writing before the engagement begins.

Before work begins

Standards register

Each assignment opens with a register of the standards and regulations it is to be delivered against, agreed with the client, so the criteria are settled before the work is judged against them.

Before you are committed

Stated non-compliance

Where a requirement cannot be met, we say so in writing with the reasoning and the available options, before the client is committed to expenditure.

Before issue

Independent internal review

No deliverable leaves us without review by a principal who did not produce it. That reviewer is named in the document control block, so the client knows who else put their name to the result.

With the deliverable

Stated basis

Each recommendation is issued with the standard applied, the method followed and the assumptions made. The calculation or model behind it is retained and released for review where required.

After issue

Document control

Deliverables carry a reference, revision, issue date and classification. Superseded revisions are withdrawn in writing, so the version current at the date of a decision can be established afterwards.

Issued with every deliverable

  1. The deliverable in its issued format, with native files where the scope provides for them
  2. The standard applied, the method followed and the assumptions made
  3. The register of standards the work was delivered against
  4. A compliance statement identifying any departure and its justification
  5. The name of the responsible principal and of the independent reviewer
  6. The revision status, with written notice when a revision is superseded

Markets and coverage

European, Gulf and African time zones covered from two permanent offices, mobilised without an intervening office structure.

Two permanent offices, three regions.

Where an assignment requires a physical presence on site, we appoint established in-country partners rather than representing a local capability we do not hold. Responsibility for the deliverable remains with us.

Europe

Directed from Stockholm

Regulatory environment governed by EASA requirements alongside ICAO provisions, with national aviation authorities as the certifying bodies.

ANSPs · airport groups · national authorities · EU funded programmes

Middle East

Served from Dubai

A concentration of major capacity programmes, new airport development and rapid regulatory maturation across the Gulf states.

Civil aviation authorities · airport operators and owners · government departments · developers

Africa

Dubai, with in-country partners

Programme activity across the region is funded largely through development finance institutions and delivered to their reporting frameworks.

Civil aviation authorities · airport authorities · ministries of transport · development banks

Who we are engaged by.

Our clients differ in mandate and in who they answer to. What they have in common is a requirement for analysis that can be relied on and that holds up when the authority, the board or the lender examines it.

Civil aviation authorities and regulators

Independent engineering and oversight support, maintaining a clear separation between the State safety oversight function and the provision of services or equipment.

Air navigation service providers

Airspace and procedure design, systems specification and procurement, transition planning and institutional development.

Airport operators, owners and developers

Masterplanning through to operational readiness, on operating airports and greenfield developments.

Government departments and ministries

National aviation policy, sector masterplanning, economic regulation and institutional reform.

Development finance institutions and investors

Technical due diligence, lender's technical advisory and assurance on aviation infrastructure investments.

Engineering consultancies and contractors

Specialist aviation input within larger multidisciplinary teams, including sub-consultancy and white label arrangements.

Governance

Agreed before work begins.

Each assignment opens with a register of the standards and regulations we will deliver it against, agreed with the client before work begins. Every deliverable states its compliance position and the margin we hold against the applicable requirement.

Standards and compliance

Where the State of the aerodrome applies national criteria that differ, those criteria govern. We identify the difference in the deliverable.

The terms on which we ask to be assessed.

We compete on the quality and defensibility of our analysis rather than on the size of our organisation.

Analysis before position

We complete and document the analysis before we make a recommendation. We reduce our own scope where the analysis supports a smaller one.

No supply interest

We are vendor agnostic. Our advice carries no commercial position, which is a condition of credible independent assurance.

Delivery by principals

Our assignments are led and delivered by the senior personnel named in the proposal, with substitution only by prior agreement.

Standards applied, departures declared

We reference our work to ICAO, EASA and FAA frameworks as applicable. Every deliverable states its compliance position.

Full capability, honestly stated

Our capability spans the airport, its airspace and its regulatory environment. We decline scopes we cannot staff.

Institutional and commercial fluency

We work to authority procurement requirements and to development bank reporting frameworks as readily as to commercial contracts.

The principals who lead our assignments have worked on major aviation programmes for more than twenty years, several of them for more than thirty. We state the distinction between corporate and individual experience in every proposal we issue.

Enquiries.

We welcome enquiries from civil aviation authorities, air navigation service providers, airport operators and owners, government departments and their advisors. Describe the decision in front of you together with anything the timing is tied to. We establish which standards and regulations govern it, then come back with the principal who would lead the work, an outline method and our view on whether the scope is one we should take. There is no charge or obligation for that discussion.

Enquiry
We reply within three working days with the principal who would lead the work.
